Help ID: What are the plus signs next to the links

Question

All the item's links in the various sections have a plus signs that seems to have the same href, what's the story?

Answer

Sometimes it's more desirable to open the links in a new browser window rather than the current one so the plus sign is offering this option. If you click the link then the referenced page will open in the current browser window, if you click the plus sign, the referenced page will open in a new window.
